BY-Laws & Code of Ethics

Article 1 :OFFICE

The main office of Somali Chemical Society, shall be located at Taleh St. Near Abdirashiid Ali Sharmaake Mosque, Hodan District , Mogadishu , Somalia, the sub-office shall also be located or at Dabka Area, opposite of Day to Day mall ,  Howlwadag District, Mogadishu, Somalia.

Article 2 :MANAGEMENT TEAM AND THEIR RESPONSIBILITIES
  1. The Director shall be the executive officer and shall have the general supervision, direction, and active management of the businesses and affairs of the Society. In the absence of the Director, the Vice- Director shall assume all the duties and act as chairman.
  2. THE VICE-DIRECTOR. The Vice- Director shall assist the director in the conduct and management of the businesses and affairs of the Society. In the absence of the director, the Vice-Director shall assume all the duties and act as director.
  3. THE GENERAL SECRETARY. The general secretary shall keep the seal of the Society and shall affix the same in all transactions of the Society requiring such a seal and also the general secretary shall take care of publicizing the activities of the Society through the mass media. In the absence of the director and the Vice-Director, the general secretary shall assume all the duties and act as director.
  4. THE ASSISSTANCE OF GENERAL SECRETARY. The assistance of general secretary shall organize the meetings of Board of Directors and keep all minutes of all meetings of the members, Board of Directors, and of any committee of the Society designated by or created by the Board of Directors. He/ She shall attend all the meetings of the Board of Directors and of any committee of the Society and shall record all proceedings thereat
  5. THE CHIEF OF REGIONAL RELATION STATE. The chief of regional relation state shall cooperate with the regional officers and organize activities and meeting and endorse any request based on their needs from the Society.
  6. THE TREASURER. The Treasurer shall take charge of collecting membership dues and informing the general secretary of any member whose dues are in arrears. He/ She shall deposit the funds of the Society as directed by the Board of Directors. He/ She shall process the payment of all bill and debts of the Society after such have been approved in writing by the Director and the Vice-Director. His/ Her books of account shall be open at all times to examination by the officers of the Society. He/ She shall render a written report of the financial condition of the Society at each general meeting held annually.
Article 3 : MEETING PLACE

Board and general meetings of the Society shall be held at a place to be chosen by the director.

Article 4 : IMPLEMENTING THE CONSTITUTION PROCEDURE

SCS shall ensure that staff members understand its constitutions through:

  1. Training programs
  2. Workshops
  3. Giving the Society staff questionnaires to assess their knowledge
  4. SCS’S constitution shall be written both in Somali and English languages.
Article 5 : MEMBERSHIP REQUIREMENT

A member must:

Have obtained at least a bachelor’s degree in Chemistry related fields recognized by the SCS Council.

Have obtained a bachelor’s of science degree in which Chemistry is one of the major subjects in addition to having at least 2 years research or professional experience in Chemistry or related fields;

Have obtained a Higher National Diploma or equivalent qualification with specialization in any of Applied Chemistry/Industrial Chemistry/Biochemistry/ Chemical Technology Techniques, from recognized and accredited higher institution in addition to having at least 2 years post qualification experience in any of the related fields.

Article 6 : MEMEBERSHIP DUES

The annual membership due and registration fee is  described clearly in membership application form. 

Article 7 : MEMBER BENEFITS 

Important news/views through email messages on daily/weekly and monthly basis.

Members especially young under the age of 35 can take part in different sponsored events paying fee at reduced rates.

Experienced members with good standing are selected as fellows of the society.

Members are recommended to International bodies or to attend conferences under host.

Article 8: CESSATION OF MEMBERSHIP

       A person  shall cease to be members for:

  • At death.
  • When written resignation is received by the board of directorate from a financial member.
  • Proven professional misconduct
  • Proven case of stupidity
  • Conviction for criminal offences by a court of competent jurisdiction 
Article 9 : VOTE

Every member shall be entitled to one vote, provided, however, that  member should pay his/her  subscription within the year it is due, a  members who are not financial shall not receive any benefits of the society.

Article 10 : POLITICAL DISCUSSION PROHIBITED

The consideration of any question involving the political status of the Federal Government of Somalia without its clear relevance to a proper subject under consideration, is absolutely prohibited at any meeting of the members of the Society of the Directors.

Article 11: ADMINISTRATION OF FUNDS
  • At least fifty percent (50%) of the total funds of the association must be used for projects or purposes approved by the board of directors that would advance the goals of the society, and no more than thirty percent (30%) of the aforementioned funds may be used. For administrative expenses except for funds earmarked as trust funds. No amount of the total funds may be invested in high risk investments.
  • No part of the net income of the Society shall inure to the benefit of any private person.
Article 12 : AMENDMENTS

These By-Laws may be amended at any regular meeting of the Society or any special meeting called for the purpose by an affirmative vote of majority of the members present in person or commission.

SCS CODE OF ETHICS

The Council of Somali Chemical Society (“SCS”) has approved the code of Ethics and expects all SCS  members to make a commitment to engage in ethical professional conduct and abide by SCS’s Code of Ethics (the “Code”). This policy  describes SCS’s procedure for enforcing the Code and may be used for complaints brought to the SCS via SCS’s other policies.

This Code is designed to inspire and guide the ethical conduct of all chemistry  professionals who are a member of SCS.  Additionally, the Code serves as a basis for remediation when violations occur.

PROFESSIONAL RESPONSIBILITIES

Members have a general responsibility to maintain and enhance the dignity, prestige and reputation of the chemical science professions, and to adhere to the principles of the scientific method.

AVOID ILLEGAL ACTIONS

Members may not knowingly engage in illegal work, or cooperate with those who participate in it, and must refrain from association or allow their names to be used in connection with any establishment of a questionable nature.

RESPEC THE WORK OF OTHERS

Members act in a spirit of personal assistance and brotherhood towards their colleagues and refrain from insulting or challenging the work or reputation of others. Members  should therefore credit the creators of ideas and respect copyrights , license agreements, and other methods of protecting authors’ works.

CONTRIBUTE TO SOCIETY AND ACKNOWLEDGING  THE CONTRIBUTIONS OF OTHERS

Members must take responsibility for their actions, acknowledge the contributions of others, offer and receive criticism in an objective manner, and acknowledge and support the professional aspirations of others.

BE FAIR, HONEST AND TRUSTWORTHY

Members are required to act in a strict spirit of fairness, honest and openness towards the employer and / or clients. This includes only doing work within their professional competencies, avoiding potential conflicts of interest and not disclosing information provided or obtained in confidence.

PERFORM HIGH STANDARDS OF WORK AND HONOR CONFIDENTIALITY

Members must take all reasonable steps to ensure that they are aware of the potential impacts of their activities on people and the environment, and they must take all practical steps to ensure that any negative consequences are avoided, prevented or minimized. All reports, statements or opinions issued by the members while acting in their professional capacity must be honest, objective and realistic. In addition, members must do everything in their power to ensure that these reports, data or opinions are not misused by others.
